In Tennessee, criminal arrest history background checks are a service under the responsibility of the Information Systems Division at the Tennessee Bureau of Investigation (TBI) which also functions as the state’s central repository for such information. Tennessee Arrest Records are maintained in its database. There are 2 types of background checks provided by the TBI: TORIS (Tennessee Open Records Information Services) and TAPS (Tennessee Applicant Processing Services). TORIS is a name-based check service while TAPS supports fingerprint-based checks. The TBI also manages three other vital divisions; Drug Investigation Division, Criminal Investigation Division and Forensic Services Division.

How to Access Information

TORIS name-based searches are available to the general public for $29 per name. Finger-print background checks are only required in specific cases such as employment, volunteer work or by the court system. An official request form must be filled out and mailed, faxed or sent electronically to the TBI. Applicants should make sure that the appropriate criminal background check between the two is selected as no refunds can be made.

Tennessee Arrest Records by the TBI are based only on those records resulting from arrests made within the state of Tennessee. This falls short of folks who may need to look beyond the state of Tennessee. That’s where private records providers can come in handy.

It is important to know that Tennessee is a “closed record” state, meaning that a lot of information on criminal background is not available to the general public. The Freedom of Information Act covers certain types of information, but it is difficult to obtain complete records from the state of Tennessee.

In addition to keeping most records closed, TN does not certify copies of criminal histories. This protects individuals from having their records searched without their permission.
